16 września Izba Reprezentantów Stanów Zjednoczonych przegłosowała ustawę dotyczącą sankcji wobec Rosji, której pomysłodawcą był nieżyjący senator Lindsey Graham. Decyzja ta zakończyła procedurę akceptacyjną dokumentu w Kongresie i obecnie czeka on na podpis prezydenta. W ustawie powtórzono obowiązujące już (na podstawie rozporządzeń prezydenckich) restrykcje wizowe i majątkowe wobec najwyższych urzędników państwowych Rosji oraz tamtejszych i zagranicznych podmiotów wspierających jej działania wojenne.
